By-Laws
1. The official name of this nonprofit organization shall be Deptford Township Basketball Association.
II. The objectives of this organization are to (1) provide a means whereby the youth of our township are able to participate in the game of basketball and (2) promote good sportsmanship.
III. Code of Conduct - must be signed by each head coach, assistant coach, parent, and player.
IV. Officers/Duties. The officers of this league shall serve for a two-year team, which will commence July prior to the season and end March after the season. Nominations shall be taken at the February meeting and voting shall take place at the March meeting. The president shall appoint a new board member to take the place of any board member who, for any reason, cannot fulfill the two-year term. Each board member shall sign and carry out the Code of Ethics.
A. President - the duties of the president shall be to preside over all Executive Board Meetings and General Membership Meetings. The president shall only cast a vote in the event of a tie.
B. Vice President - the duties of the vice president shall be to assist the president and to preside over all Executive Board Meetings and General Membership Meetings that the president is unable to attend.
C. Treasurer - the duties of the treasurer shall be to maintain a record of all monies collected and disbursed, and reconcile the monthly bank statements. Such records shall be reported at each General Meeting and become an official part of the minutes.
D. Secretary - the duties of the secretary shall be to keep and maintain any and all minutes of the General Membership Meetings and ad hoc meetings, copy and distribute such at each General Membership Meeting, and keep attendance of each General Membership Meeting.
E. Boys Commissioner - the duties of the Boys Commissioner shall be to preside over all matters related to the Minor, Junior, and Senior Boys teams.
F. Girls Commissioner - the duties of the Girls Commissioner shall be to preside over all matters related to the Minor, Junior, and Senior Boys teams.
G. Clinic Commissioner - the duties ofthe Clinic Commissioner shall be to preside over all matters related to the Clinic players.
H. Stand Commissioner - the duties of the Stand Commissioner are to ensure proper staffing and operation of the Concession stand.
V. Required Playing Time - each player MUST play the equivalent of one quarter per game (Minors = 10 minutes, Juniors = 10 minutes, Seniors = 10 minutes). Any coach found in violation may be removed. Disciplinary action being taken by a coach must be reported to a board member immediately.
VI. Meetings
A. Executive Board Meetings shall be held monthly from August until March. Executive Board Meetings can only be attended by Executive Board Members (unless another party is asked to attend). Any board member who misses 2 consecutive board meetings can be replaced. Four Executive Board members in attendance at a meeting shall constitute a quorum.
B. General Membership Meetings shall be held monthly from November until March. Each team must be represented at each meeting. Those teams who fail to send a representative may lose their team. Any person can attend a general meeting.
VII. Personnel
A. Head Coach - any person wishing to be a head coach must submit a Request to Coach application to the Executive Board requesting approval and such person must be certified by the Rutgers "Little League Law".
B. Assistant Coach - assistant coaches will be appointed by the head coach and such names must be given to the Executive Board. Such person must be at least 15 years of age and be certified by the Rutgers "Little League Law". HOWEVER, IN ORDER TO SUPERVISE ANY TEAM PRACTICE, GAME, ETC., COACH MUST BE 18 YEARS OF AGE AND CERTIFIED BY THE RUTGERS "LITTLE LEAGUE LAW".
C. Scorekeepers - scorekeepers must be appointed by the head coach at each game. However, such person must be at least 18 years of age and have knowledge of the game. Scorekeepers are considered officials of the game and must sit at the scorer's table during the game.
D. Timekeepers - timekeepers must be appointed by the head coach at each home game. However, such person must be at least 18 years of age and have knowledge of the game. Timekeepers are considered officials of the game and must sit at the scorer's table during the game.
Any coach found using noncertified personnel to coach a practice and/or a game shall be brought before the Executive for immediate disciplinary action.
VIII. Voting Privileges - any head coach, assistant coach, or board member who attends at least 2/3 of the General Membership Meetings shall have a vote in any manner pertaining to Deptford Township Basketball Association.
The decisions by the Executive Board are final.
Any By-Law amendments must be submitted in writing to the league secretary prior to the August meeting.
